This is where the cities diverge. From Hanoi you are 2 hours from Halong Bay (2-day/1-night cruises VND 3.5–6 million pp or INR 11,700–20,000), 1.5 hours from Ninh Binh (Trang An boats, Hoa Lu, Hang Mua — day trip VND 1.2 million), and an overnight train from Sapa (Lao Cai express 7 hours). From HCMC you are 1.5 hours from Cu Chi Tunnels (half-day VND 500k), 2 hours from Mekong Delta (My Tho–Ben Tre day trip VND 600k) and 4 hours from Mui Ne dunes. If Halong Bay is the reason you picked Vietnam, stay in Hanoi; if the Delta and Cu Chi plus a beach add-on to Phu Quoc or Mui Ne is the draw, base in HCMC. Visa: Both cities share Vietnam's 90-day e-Visa (USD 25 single / USD 50 multiple) at evisa.xuatnhapcanh.gov.vn, valid at 17 airports and most land/sea ports, with a separate VOA pre-approval path at 7 airports. Indians also get 30-day visa-free in Phu Quoc if you fly direct and stay on the island. Processing is ~3 working days; keep a printed e-Visa. Flights: Delhi–Hanoi non-stop (VietJet 3x weekly) is INR 16,000–24,000 return shoulder, INR 26,000–34,000 near Tet and December; Delhi–HCMC is daily non-stop on VietJet and Vietnam Airlines, INR 17,000–25,000 shoulder. May to September is hot-wet (30–34°C, 200–300 mm per month). HCMC is tropical single-season: December to April is dry (27–32°C), May to November is rainy but still 28–32°C with afternoon showers. Tet (late January to mid-February, variable lunar date) is Vietnam's biggest holiday — flights triple, shops shut in Hanoi more than HCMC, book 8 weeks ahead if you must travel then.

Choose Hanoi if: Halong Bay or Ninh Binh or Sapa are on the must-list, you want Old Quarter walkability and lake evenings, you like northern pho and bun cha, or you travel October–April for the cool-dry north.
Choose HCMC if: you want rooftop bars and Bui Vien, the War Remnants Museum and Reunification Palace, easy Cu Chi and Mekong day trips, or you are adding Phu Quoc or Mui Ne beaches — the south's dry December–April pairs with them perfectly.
