Karnataka is studying a cruise service between Mangaluru and Goa with stops at coastal destinations en route, plus Kerala-style houseboats for its backwaters and estuaries. Tourism and Energy Minister K J George outlined the plan to reporters on Sunday while inspecting development works at Tannirbhavi Blue Flag Beach in Mangaluru, saying coastal water tourism will be a major attraction and the government will build the infrastructure it needs. Ships built at local shipyards could be used for the service. Every proposal is at the initial study stage, the minister stressed.
The plan has two halves: keep more cruise money on the coast, and give the coast its own floating product. The first targets international cruise tourists already landing at New Mangalore Port; the second copies the model that made Kerala's backwaters famous.
What is the Mangaluru-Goa cruise proposal?
The government is exploring a cruise service from Mangaluru to Goa calling at destinations along the coast between them. Karwar, Gokarna, Murudeshwar and Malpe all sit on that run, a ready-made itinerary of temples, beaches and forts that today requires a car and patience. Using ships built at local shipyards would keep construction money in the coastal economy too.
The context is a cruise industry sailing record passenger numbers in 2026, with lines hunting new homeports and ports of call across Asia. A scheduled coastal service would be a first for this shoreline, which has watched Goa absorb nearly all of the region's cruise attention.
How will Karnataka tap ships already docking at Mangaluru?
International cruise vessels already call at New Mangalore Port (NMPT), but most passengers scatter the same day. George said discussions are underway with the Union Ministry of Ports, Shipping and Waterways and the port authorities on the infrastructure needed to make them stay: excursion handling, last-mile transport and berth-side visitor facilities.
The Tourism Department secretary has already toured the coastal region studying the proposals, and a cabinet meeting to be held in Mangaluru will take up tourism measures for the coastal and Malnad regions. George said he has discussed the package in detail with Chief Minister D K Shivakumar, with approvals for regional projects expected at that meeting.
Will Karnataka really get Kerala-style houseboats?
The department is studying the feasibility of introducing Kerala-style houseboats on Karnataka's estuaries and backwaters, from the Netravati to the Kali river. Kerala's model works because houseboats bundle the room, the restaurant and the sightseeing into one product, a formula Karnataka's coast has never offered at scale.
Rivalry will be watched at the trade level. Kerala sells its backwaters at the Kerala Travel Mart in Kochi; Karnataka will need its own buyer-ready houseboat product before it can compete for the same operators' attention.

George was explicit on one point: no casinos on the Karnataka coast on Goa's lines. The stated objective is jobs for local youth plus local business activity, not gaming revenue. Other decisions from the visit:
- More beaches will be proposed for Blue Flag certification, with standard-quality beach shacks that keep the beaches' aesthetic appeal.
- Extending public visiting hours at the Blue Flag beach will be examined.
- Genuine homestays may offer up to six rooms; larger operations must take a hotel licence.
- The state will ask the Centre for relief from CRZ restrictions hampering coastal road works.
- Medical tourism in the region gets infrastructure support.
- A revenue-sharing dispute that shut food stalls at Tannirbhavi must be settled fast, with shops reopened at the earliest.
